The Western Australian government has awarded a $73.7 million contract to Jacobs Solutions to create the state’s core spatial digital twin platform, a key component of the $140 million Spatial WA program. The initiative aims to digitize and model Western Australia’s entire landmass, improving how agencies visualize, analyze, and manage natural and built environments. This project marks the first phase of Spatial WA, a decade-long program funded through the Digital Capability Fund and managed by Landgate, Western Australia’s land information authority. According to iTnews, the initial stage will demonstrate four core use cases:
- Emergency exposure modeling for disaster preparedness.
- Infrastructure and asset visualization for improved planning.
- Digital approvals workflow to streamline administrative processes.
- Land management modeling for sustainable development.
While they will deliver the digital twin, the state government is still evaluating suppliers for the Next Generation Spatial Cadastre (NGSC), which will modernize property and ownership records into 3D and 4D formats. This system aims to replace traditional 2D cadastral maps with dynamic, spatially accurate representations of property height, depth, and time-based changes.
The government has also allocated $39.4 million over 15 years to cover third-party software licensing and hosting infrastructure to support the twin.
Western Australia’s move follows similar advancements across other states. Victoria introduced a live spatial model in 2022 that tracks state energy production and environmental data in the Bass Strait, while Queensland funded research into a South-East Queensland spatial twin after developing a prototype with CSIRO and Data61 in 2021.
They emphasized that the Spatial WA digital twin will merge data, imagery, and non-spatial datasets into a unified system, creating a single source of truth for decision-making. “The spatial twin is more than a technology solution; it is a catalyst for change that will help shape a more connected, informed, and resilient Western Australia,” said Adrian Day, their Vice President of Digital Advisory, Development & Transformation.
The project will integrate operational data with advanced analytics to optimize planning, coordination, and forecasting. As the prime contractor, they will lead overall project management, architecture, and delivery, supported by Amristar (cloud architecture and integration) and Terria (data visualization and interoperability technology).
