PsiQuantum has announced the appointment of Victor Peng as Interim Chief Executive Officer, while co-founder Jeremy O’Brien assumes the role of Executive Chairman, according to reporting by The Quantum Insider. The leadership transition places operational responsibility with Peng while allowing O’Brien to focus on board leadership, long-term strategy, and key partnerships as the company continues its search for a permanent chief executive.
Peng, a veteran of the global computing industry and former president at Advanced Micro Devices, will oversee PsiQuantum’s day-to-day operations, business execution, and the deployment of its utility-scale quantum computing systems in Brisbane, Australia, and Chicago, Illinois. O’Brien will lead the board of directors and remain closely involved in guiding the company’s mission to build and deploy the world’s first fault-tolerant, utility-scale quantum computers.
The move follows a period of rapid advancement for PsiQuantum, which over the past decade has developed core technologies aimed at enabling scalable, fault-tolerant quantum computing. These include its mass-manufacturable silicon photonic chipset, Omega, alongside new platforms for fault-tolerant algorithm development, intermediate-scale test systems, and new cryogenic form factors. The company has also announced the world’s first utility-scale quantum computing sites in Brisbane and Chicago, positioning itself for large-scale deployment.
“PsiQuantum was founded to realize the potential of quantum computing, and the team has spent years doing the hard technical work to make that possible,” O’Brien said, as cited in the report. “As we shift into large-scale deployment and execution, Victor brings exactly the leadership we need. He has guided multiple major computing platform transitions, and I’m excited to partner closely with him as we deliver on PsiQuantum’s mission.”
In his role as Interim CEO, Peng will be responsible for shaping PsiQuantum’s business, financial, and operational strategies. His mandate includes driving execution across silicon photonics and other core technical platforms, advancing utility-scale deployments in Australia and the United States, and working closely with the leadership team to translate the company’s research foundation into operational systems.
“PsiQuantum has done the hard work to establish a real foundation for utility-scale quantum computing — from silicon photonics to fault-tolerant architectures and large-scale deployments,” Peng said. “The task ahead is execution. Peng brings decades of experience leading complex, multi-billion-dollar technology organizations. During his tenure at AMD, he helped shape the company’s broader platform strategy by integrating hardware, software, and system-level architectures to address emerging artificial intelligence workloads. Prior to AMD, Peng served as chief executive of Xilinx, where he led the company’s transformation into a global leader in adaptive computing. That trajectory culminated in Xilinx’s approximately $49 billion acquisition by AMD in 2022. Across his career, Peng has played a central role in major computing transitions involving CPUs, GPUs, FPGAs, and system-level architectures.
According to The Quantum Insider, Peng’s appointment follows a pivotal year for PsiQuantum marked by multiple technical and commercial milestones. In 2025, the company advanced to the final stage of the Defense Advanced Research Projects Agency’s Quantum Benchmarking Initiative. It also raised more than $1 billion in a Series E funding round led by global investors, broke ground on what it described as America’s largest quantum computing site in Chicago, and announced a broad partnership with NVIDIA spanning quantum computing and next-generation silicon photonics for AI supercomputing.
During the same period, PsiQuantum expanded application-focused collaborations with industrial partners including Airbus and Lockheed Martin, launched Construct—the company’s software platform dedicated to fault-tolerant algorithm development—and unveiled Omega, its silicon photonic chipset manufactured at GlobalFoundries in New York. Collectively, these developments underscore the company’s transition from foundational research toward execution and deployment at scale.
