Singapore and Japan have entered into a strategic partnership aimed at strengthening cooperation in quantum science, technology, and innovation, following the signing of a Memorandum of Cooperation that marks Singapore’s first government-to-government agreement dedicated specifically to the quantum domain. The accord, signed by Singapore’s Minister for Digital Development and Information Josephine Teo and Japan’s Minister of State for Science and Technology Policy Onoda Kimi, establishes a formal bilateral structure intended to support the development of a resilient and interconnected quantum ecosystem spanning Southeast Asia and East Asia.

Under the framework, both governments commit to collaboration across eight defined priority areas. These include shared access to research infrastructure, coordinated dialogue on security and policy, the development of standards and governance mechanisms, and the deployment of cross-border pilot projects. A core objective of the cooperation is to strengthen engagement between academic institutions and the private sector while encouraging private capital participation, ensuring that advances in quantum sensing, quantum communications, and quantum computing can move beyond laboratories into practical commercial applications.

Alongside the intergovernmental initiative, a parallel industry collaboration was announced between Japanese quantum hardware startup Yaqumo Inc. and Singapore-based quantum software company Entropica Labs. The two firms signed a Memorandum of Understanding to jointly advance fault-tolerant quantum computing, with the agreement witnessed by representatives from both governments. The partnership centers on a co-design approach that aligns hardware and software development for cold-atom quantum computing platforms.

The collaboration brings together Yaqumo’s scalable cold-atom quantum architecture, which leverages neutral atoms arranged in optical lattices, with Entropica Labs’ capabilities in quantum error correction, circuit transpilation, and optimization. By tailoring software tools to the specific connectivity patterns and gate operations inherent in cold-atom systems, the partners aim to lower the physical qubit overhead typically required for robust error correction. According to the report, this alignment reflects a broader strategic convergence between Japan’s expanding neutral-atom hardware ecosystem and Singapore’s established strengths in quantum software and algorithm research.
